Forum “Construction Management and Supervision” initiated a series of dedicated forums that turned into unique industrial events in Russia, where participants can openly discuss problems of investment and construction projects management and supervision.

Annual industrial forums unite all participants of a construction project with a focus on construction investor / client.

With the support of the Russian Ministry of Construction, II Annual Industrial Forum “Construction Management and Supervision” was conducted. Within the Forum, key issues were discussed – construction management and supervision, digitalization of main construction processes and integration of process solutions.

Also, this year, “Smart Construction Casebook – 1. Stages of lifecycle of an investment and construction project” was published – the first trade edition regarding construction management and supervision in Russian practice. The Book is dedicated to the main stages of lifecycle of an investment and construction project – initiation, design engineering, construction and commissioning.

Two industrial investigations were conducted – “Competence of managers and specialists in the area of construction management and supervision” and “Quality of construction management in Russia”. Within the investigations, they surveyed representatives of construction clients, who implement investment and construction projects in different economy sectors in order to find out systematic problems of the construction industry and their roots for further discussion among expert community.

Second trade edition regarding construction management and supervision in Russian practice – “Smart Construction Casebook – 2. Technical Customer in Russia. Current Practice and Technologies of Construction Management” was issued.

Industrial investigation “Technical customer in Russia. Current condition and development prospects” was conducted; its results have revealed insufficient development of client’s institution in the country, which entails failure to meet schedules, poor quality of construction and failure to stay within budget.

With the support of the Russian Ministry of Construction, III Annual Industrial Forum “Construction Management in Russia. Modern practices and technologies” was conducted. In the Forum, overall attention was focused on the client’s role in investment and construction project management, as well as importance and place of independent technical customer.

In the Forum, the following was discussed: problems of main parties involved into construction process in current complex conditions, peculiarities of investment projects implementation and construction risks. Also, the most efficient management and digital solutions were reviewed based on the real cases.

Industrial investigation “Technical customer in construction” was conducted. Investigation purposes included the following: to define the range of technical customer’s functions in business practice; to categorize the companies implementing professional activities in the area of technical customer services; to learn pricing criteria and methods of calculation cost of technical customer’s services; to analyze level of expenses for technical customer’s services.

With the support of the Russian Ministry of Construction, IV Annual Industrial Forum “Construction Management in Russia. Construction business: Reset 2023” was conducted – first consistent event that made it clear how to adapt business to the existing needs, increase efficiency of main and auxiliary processes, get to know about new requirements and so-called game rules from representatives of regulatory and supervisory authorities, get an insight into implementation of digital solutions in business, discuss in person new conditions and requirements with clients and investors.

In the annual Forum, there were speakers from the following companies and entities: Ministry of Construction of Russia, Glavgosexpertiza of Russia, Association of Administrative and Technical Inspectorates of Moscow, Bank of Russia, VEB.RF, Bank DOM.RF, Sberbank, VTB Bank, Gazprombank, LSR.Nedvizhimost-M JSC, state company Russian Automobile Roads, Sovkombank, Gals-Development LLC, State Atomic Energy Corporation Rosatom.

For five years, the list of participants in the annual industrial Forum, has involved more than 1500 field-specific representatives of the industry occupying management positions within implementation of construction projects.

In the Forum, leading Russian engineering companies signed an industrial cooperation agreement in order to develop unified standards of work and evolvement of the construction engineering market. The agreement has become a starting point in consolidation of expert efforts of technical customers. The parties have agreed to team up their efforts in the area of sustainable development of the technical customer institution, including implementation of measures aimed at arrangement of cooperation and establishment of common rules, standards and approaches to work, as well as provision of services in the area of construction engineering.

Roundtable Discussion “Construction Management in Russia: Practical Aspects and Main Challenges” within III World Construction Championship in Saint-Petersburg. Special attention was paid to the discussion of current status of the construction management institution in Russia, its problems and growth prospects, key risks in construction and the way they are treated by client, designer, contractor and technical customer, issues of ensuring efficiency within implementation of investment and construction projects and pricing in construction.

Upon the results of the roundtable discussion, the participants shared common opinion – it is necessary to unite efforts aimed at development of fundamental concepts for further evolvement of the construction management market and establishment of a field-specific association. The Russian Ministry of Construction has supported the initiative of Russian engineering companies.

In conclusion of the roundtable discussion within the World Construction Championship 2023, leading engineering companies signed a memorandum on establishment of the National Association of Technical Customers and Other Organizations in the Area of Engineering and Construction Management. Aleksandr Lomakin, First Deputy Minister of Construction, Housing and Utilities, took part in the official ceremony.

NOTECH Association has been officially registered in the Ministry of Justice of Russia. Aleksey Nikitin has been elected as the President of the Association.
